Summary

This position is a FISH AND WILDLIFE BIOLOGIST, GS- 0401-12. There are two vacancies in the following locations:

• Washington Fish and Wildlife Office (Lacey, Vancouver, or Wenatchee, WA)
• Idaho Fish and Wildlife Office

Duties

Help

Some of the major duties you will perform include but are not limited to the following:

• Project Management: Develops, establishes and maintains timelines, manages, coordinates, collaborates, evaluates, negotiates, documents, and monitors complex projects from cradle to grave using established processes that provide the full record of a project.
• Coordinates and facilitates activities pursuant to sections 4,6,7,8, and 10 of the Endangered Species Act.
• Plans, investigates, conducts, and reviews on-site ecological investigations on a wide variety of the most complex and diverse Federal land and water resource development proposals to determine their effects on fish and wildlife resources, with special emphasis on rare, candidate, proposed, federally listed threatened and endangered species habitat, riparian habitat, wetland ecology and management, and other habitats of concern in the affected area.
• Maintains and fosters positive partnerships both internally and externally. Communicates the Service's mission and program objectives effectively to diverse audiences through clear verbal and written communication.
• Independently conducts consultations pursuant to Section 7 of the Endangered Species Act of 1973, as amended. Responsible for preparation of Biological Opinions for signature by the Field Office Supervisor.
• Negotiates with project proponents and Federal/state agencies concerning measures, standards, and procedures to protect, restore, and enhance fish and wildlife resources, including mitigation and conservation measures.
• Prepares objective and complete written reports and other documents and delivers oral presentations to Service, professional, and public groups as to investigations conducted, and results of such investigations with regard to impacts of environmental contaminants on fish and wildlife resources.
• Inspects projects for compliance with policies, standards, guidelines, agreements, and plans, followed by recommendations for action to assure compliance.

Qualifications

All qualifications must be met by the closing date of this announcement - 09/10/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

Basic Educational Requirements: In addition to the specialized experience requirements for this position, you must meet at least one of the following:

A. Degree : Possess a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. You must submit transcripts.

B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education.

-AND-

To qualify for this position at the GS-12 grade level:

A. Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: coordinating and facilitating activities pursuant to sections of the Endangered Species Act; coordinating wide-ranging initiatives to fully implement Endangered Species Act programs; building strong partnerships with Federal, State, Tribal, and private entities to support conservation outcomes; analyzing proposed projects for potential impacts to trust resources, applying ecological knowledge, regulatory understanding, and science-based evaluation methods; managing complex projects by developing timelines, collaborating and negotiating with internal and external partners, and reviewing and monitoring deliverables to ensure timely completion and required quality to support conservation and recovery actions for trust species.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has a mandatory education requirement.
